Course objective |
Introduction to the public participation in urban planning issues including the possibilities offered by the contemporary media. Acknowledgement with the possibilities of managing of public participation process following the methods used, basing on the analyses of examples. |
Learning outcomes |
At the end of the course student:
- presents the skills of planning and managing of the planning process,
- choses the methods of public participation according to the kind of the process and project situation,
- prepares the typology of adressees and participants of the process, chooses the project scope as well as the most suitable communication channels according to desirable process results,
- proposes the methods of use of IT platform to guiding the planning process with the social participation. |

LECTURE
Lectures and workshop seminars cover an introduction to the following issues:
- Theory of the communicative planning and communicative rationality. Classification of
public participation. Analysis of situation of conflict. Case study: Building a participatory
environment.
- Planning as an information process. INSPIRE Directive. The source of information as a
node of network communication.
- Assembling data concerning a site as a process of education and building public
confidence. The use of IT for building a knowledge base with public participation.
- Methods and techniques of participation - elements of social communication. Case
study: methods of communication.
- Typology of network participation. The possibilities and limitations of the use of digital
communication in the planning process.
- Communication in urban planning - text and drawings, drawings of analyses,
presentations as a supplementary technique. Different planning records, i.e.: zoning,
form-based codes, a regulating plan.
- Workshops as method of participation, i.e.: pattern language, Planning for Real,
charrette design. Discussion panel - workshop with the use of prioritising. Organising workshops via remote systems and with the use of Augmented Reality.
- Legal regulations concerning the public participation in urban planning - a comparative
approach.
- Methods of public participation in the urban planning. Analysis of methods: process
course and techniques. Examples of scenarios for different planning applications.
- Analysis of methods of creation of a successful public realm. |
